	The price of new energy vehicles are much higher than other traditional fuel vehicles due to the research and development and the component costs. Besides, the after-sale service equipment of the domestic new energy vehicles, including charging pile, are not popular, it will make most of consumers hesitate to pay big money to buy new energy vehicles and they consider it’s not cost-effective. That’s why the sales of new energy automobile in China is few, and the speed of development is slow.

        To enhance the market share of domestic new energy vehicles, the government once introduced relevant subsidy policy, but the actual effect after execution is also not good. Recently, the ministry of finance, ministry of science and technology, ministry of industry and information technology and the national development and reform commission jointly issued a new round of subsidies standards for purchasing  new energy vehicles from 2013 to 2015, of which the detailed rules of subsidies have been adjusted. So what changes does  the new policy have? What kind of new energy vehicles can be bought in market? What is the price after their subsidies?  You can easily know after reading below .

        Why new energy vehicles subsidies shall be made?

        The new subsidy standards aims to promote the development of China's new energy automotive industry, to promote energy conservation and emissions reduction, and improve the governance of atmospheric pollution through the support of national policy. The main part is to encourage consumers to purchase new energy vehicles in the market through subsidies. The latest round of subsidy standards lasts from 2013 to 2015.

        What king of vehicles can get the subsidies?

        The vehicle mode that can enjoy the subsidy consists of pure electric vehicles, plug-in hybrid electric vehicle (including journey increasing model), and fuel cell vehicles. In addition, the models within the scope of subsidies still need to be put on the "Recommended Catalogs of Models on Demonstration and Application Project of Energy Saving and New Energy Vehicles”. It is worth mentioning that import models are not within the scope of the subsidies.

The amount of subsidies is determined according to the working range of pure electric vehicle mode. In accordance with the relevant provisions, buying a pure electric vehicle in 2013 can enjoy the subsidy of 60000 yuan, a plug-in hybrid one (including journey increasing model ) can enjoy the subsidy of 35000 yuan.In addition, buying a fuel cell one can enjoy the subsidy of 200000 yuan.

        What’s more, it shall be noted that in 2014 and 2015 the subsidy standard of the pure electric vehicles, plug-in hybrid electric vehicle (including journey increasing model), and fuel cell vehicles  will fall by 10% and 10% respectively based on the standard in 2013. That is to say, the amount of subsidies will be reduced next year.

       How can the subsidies of new energy vehicles be to offered to consumers?

        When choosing to buy new energy vehicles within the subsidy standard, consumers just pay for them after deducting the subsidies according to the product market guidance.That is to say, the price that consumers shall pay has already been deducted. As to the enterprises, the central financial subsidies will be allocated to the new energy automobile production enterprises, in the way of the quarterly appropriations, annual settlement. So consumers don't have to apply to related departments, and they can directly obtain subsidies when buying vehicles.

        The first change: compared to the last round (2010-2012), the new policy has changed in several ways, such as the adjustment for the level standards of new energy subsidies, the amount of subsidies is determined by the capacity of battery set of vehicle (3000 yuan/KWH) in the last round. In the new round, the amount of subsidies is determined by the working range of pure electric vehicle mode, which will be more clear, and more scientific. Besides,  in the new round,  the highest subsidies for the plug-in hybrid models, are reduced from 50000 yuan to 35000 yuan per vehicle.

        The second change: besides the change of level division, in the process of promoting the application of new energy vehicles, the new policy also puts forward the minimum quantity requirements for purchasing non-local brands in order to eliminate local protection .In 2013-2015, for example, the cumulative promotion amount of new energy automobile shall not be less than 10000 in oversize cities and key areas. In other cities or areas, the amount shall not be less than 5000. In addition, the number of non-local brand vehicles in shall not be less than 30% among the promotion and application vehicles. The barriers or the disguised barriers shall not be set to limit the purchase of foreign brand vehicles.That is to say, under the new policy, local protection situation could be improved in the future, and the types of new energy vehicles will increase.
